Yet only in the twen tieth century have European refugees become an important problem of international politics seriously affecting relations be tween states. “Never before has history seen such a universal upheaval” wrote one European observer in 1948 “tearing peo ple loose from their homes and daily lives.”? I begin with the changes that the modern period saw in the character of refugee movements and their significance for the European state system. First in sheer size the waves of forcibly displaced persons were vastly greater than the world had ever seen before. Sounding an alarm in 1938 the American journalist Dorothy Thompson told her readers that over the previous two decades some four million persons had had to leave their homes under political pressure. “A whole nation of people although they come from many nations wanders the world homeless except for refuges which may at any moment prove to be temporary.
