But their courtesies were social rather than political. As early as 1905 Ghazi Mukhtar Pasha the gallant old Turkish High Commissioner had declared that “with twelve Army Corps in Syria and the Germans at our backs it should not be difficult to turn the English out of Egypt”. The same year Philip Graves had noted the semi-official activities of Meissner Pasha and his German assistants in the survey and com- pletion of the Hejaz Railway as far as Medina. In 1905 Baron Oppen- heim known to us all as “the Kaiser’s Spy” organized a large reception for the Nationalist leader Mustafa Pasha Kamel in Berlin. (SP)
