About the book >.>.> I’d merely point out that one of the factors in the victory of the NATO forces in Kosovo were the graphite bombs that cut off the current. I’d also remind you that Kabila when he got into power controlled the towns by controlling the dams thus allowing him to cut off a town’s electricity supply. Which means that today the state of siege -whether it’s in Kosovo Belgrade or in Africa- involves the cutting of elec tricity. It’s no longer the troops who surround a town and stop it getting food; all you need do is take over a dam and cut the electricity or indeed drop graphite bombs that bring about the destruction of the power stations. Today there’s the fact of the electricity cut which isn’t an involuntary accident any more-like the great New York shutdown we all remember but one linked to a voluntary accident. The accident itself becomes a goal. The break in energy supplies and in par ticular electricity so indispensable for modern society be comes an element of absolute power. We see for example how the big private companies -seeing that the electricity system in California has been privatized-can deprive 33 mil hon people of electricity to the point that the governor calls a state of emergency. It’s a shocking symbol of energy contro and thus of the value of energy in societies to come. (SP)
