Nevertheless the executive used the army to intervene domestically on numerous occasions. The use of the army in civil disturbances provoked emotionally charged debates over civil liberties and the limits of government power. Such interventions and reactions to them gradually led to formal internal security policies. War Plans White-contingency plans for a war against American civilians- were drawn up between 1920 and 1922 by the United States Army War College. The plans were revised in the 1930s again after World War II and presumably exist in some form today.
