About the book >.>.> The first major American peacetime military buildup (1882?93) created anew navy that inevitably and irreversibly reshaped the nation’s role in worldaffairs. Since 1815 America had relied mostly upon Pax Britannica and thecontinent’s natural defenses for the protection of national sovereignty. Most ofthe small regular army was scattered along the frontier while the militia re-mained on the books in case of mobilization to protect local order or to fight amajor war. The small United States Navy provided a traditionally balanced de-fense that included commerce-raiding cruisers for an offensive defense whileboats coastal batteries and the local militia provided a defensive defense. Intime of peace the cruisers policed American trade and performed diplomaticfunctions and the defensive systems remained on standby costing little andthreatening no one.
