No extreme poor. Living conditions for many were primitive and food was in short supply. Without a police force crime prevention was inadequate prisons were foul and ill-run while capital punishment or transportation was enforced for trivial offences. Smugglers and privateers had free rein with little hindrance from revenue officials.
